Bob Ferguson is Washington State’s 18th Attorney General. As the state’s chief legal officer, Bob is committed to protecting the people of Washington against powerful interests that don’t play by the rules. He is a 4th-generation Washingtonian, a graduate of the University of Washington and New York University law school. Bob and his wife, Colleen, are the proud parents of 14-year-old twins Jack and Katie.

Irish S. Burch, Dallas Children’s Advocacy Center President & Chief Executive Officer
Irish S. Burch has served as Dallas Children’s Advocacy Center (DCAC) President and Chief Executive Officer (CEO) since January 2021. DCAC is the only agency of its kind fighting child abuse in Dallas County and serves more than 8,000 people each year who have experienced the devastating ramifications of child abuse. 1 in 5 children will be sexually abused, often by someone they know and trust. A native of the Southern Dallas area with more than 25 years of experience, Burch has worked tirelessly for the past two decades at both the local and state levels to advocate for these children.

Monique B. Mitchell, PhD, FT
Monique B. Mitchell, PhD, FT, is a nationally recognized authority on the lived experience of children, teens, and young adults in foster care, representing the experiences of youth in the United States, Honduras, and Canada. Using youth-centered research, Dr. Mitchell has provided extensive training to judges, attorneys, child welfare state agency personnel, foster parents, and other child welfare partners. Dr. Mitchell is regularly invited to provide consultation on state child welfare policies and practices, and serves as an Expert Witness in dependency cases. She is an expert on youth’s experiences of loss and grief in the child welfare system and is the National Director of the L.Y.G.H.T. program, a trauma-informed and evidence-based intervention for youth in foster care who are grieving death and non-death losses. Dr. Michael Bourke
Dr. Michael Bourke
Dr. Michael Bourke is a clinical psychologist, professor, researcher, and former Chief Psychologist for the United States Marshals Service. From 1999 to 2008 he evaluated, interviewed, or treated more than 1,000 sex offenders within the federal prison system. In 2008 he joined the U.S. Marshals Service, where he created and headed the USMS Behavioral Analysis Unit for the next 13 years. His duties included profiling fugitives and cold case suspects, interviewing sex offenders, conducting research, and assisting with the apprehension of dangerous sex offenders around the globe. For more than two decades he has served as a regular consultant to federal, state, and local law enforcement agencies, non-governmental organizations, and private companies on matters pertaining to sexual criminality, interviewing/interrogation techniques, and psychological safeguarding of public safety personnel.
PSYCHOLOGICAL CHARACTERISTICS OF SEX OFFENDERS
The address will focus on a brief description of relevant psychological and behavioral characteristics of sexual offenders, particularly sex offenders who commit crimes via the Internet. Based on the extant literature in the field of sexual offending, Dr. Bourke will highlight important issues for investigators, prosecutors, probation officials, treatment providers, and others who work in the field. These include identifying the motivational pathways that underlie online criminality, highlighting challenges in the area of risk assessment, and describing issues that relate to the treatment and management of online offenders.
